DOE will also assess the impact on manufacturers and will employ a modified industry cash flow model that is adapted to this product type to estimate manufacturing NPV. Additionally, DOE will consider the potential impact on small-business manufacturers and other subgroups of manufacturers to identify any that may be disproportionately affected by these proposals.


Additionally, DOE will consider whether the testing procedures for microwave ovens need to be revised to include active mode energy usage and an active mode energy use measure. The current test procedures only address the use of standby mode power.
